Simon Hugh McGuigan Burns is a Conservative Party politician in the United Kingdom. He has been Member of Parliament for Chelmsford since the 1987 general election. He resigned from Minister of State for Transport in October 2013 in order to stand in the up-and-coming First Deputy Chairmen of Ways and Means by-election caused by the resignation of Nigel Evans.
