William O'Leary is an American actor. Bill made his Broadway debut as "Art" in "Precious Sons" at the Longacre Theatre, starring Ed Harris and Judith Ivey. He played Marty Taylor, Tim Taylor's little brother on Home Improvement. His most recent regular role was the primary antagonist, General Xaviax, on Kamen Rider: Dragon Knight. He was born in Chicago, Illinois. He graduated from Highland Park High School in Highland Park, IL in 1976. He also earned his MFA at the prestigious Professional Actors Theatre Program at the University of Washington in Seattle in 1982.
